Our Experience

Protocol has been serving the FE sector for nearly 20 years, providing resourcing and HR outsourcing services to colleges and providers across the UK. Protocol currently works with 180 colleges and a further 70 providers and offers a suite of services designed to cater for every HR need. Protocol International was established as a dedicated arm to the business, solely working with employers looking for help and support with their overseas recruitment and HR requirements.

Colleges of Excellence

Having identified the need to improve Further Education provisions within the Kingdom of Saudi Arabia (KSA), Colleges of Excellence (CoE) was established to be the leading authority for Applied Training in cooperation with the best international practical training organisations.

Today, the proportion of the Saudi workforce receiving vocational training is less than 10% but KSA has set an ambitious target figure for this of 45%, which would bring them in line with the majority of developed countries.

The aims of the Colleges of Excellence initiative:

  1. Expand the number of learners benefitting from vocational education from 110,000 today to approximately 400,000 over the next 10 years
  2. A significant investment programme to deliver international standards, including:
    1. Provisioning education through a Public Private Partnership (PPP) model
    2. Increasing capacity in line with the highest quality standards of vocational education
    3. Strengthening partnerships with the private sector to contribute to on-the-job training in line with National Occupational Skill Standards

Colleges of Excellence Practical Training Programme

The Practical Training Programme is focused on specific vocational occupations and will deliver the skills to ensure that graduates will be well equipped for the job market. The programme consists of three phases, as follows:

College of Excellence Practical Training Programme

Enrolled students will benefit from support from the Human Resources Development Fund, which will cover the tuition fees of the programme. In addition, those enrolled will receive a financial incentive for continuing the programme.

Partner Colleges

Lincoln KSA

Lincoln College is accredited as Outstanding by the UK Government’s Quality Inspector, Ofsted and is one of the highest performing, most respected colleges of Further Education in the UK. The College itself delivers learning at its three UK campuses to nearly 10,000 learners. Approved by the Beijing Ministry of Education, Lincoln College also delivers learning to around 750 students based in China.

Having been awarded three colleges as part of the Colleges of Excellence programme in the Kingdom of Saudi Arabia, Lincoln College International will take the very best parts of their UK operation and transfer them into their new international colleges, where they will deliver outstanding learning opportunities to the Saudi youth.

The Oxford Partnership

The Oxford Partnership was specifically created to fulfil the requirements of the Colleges of Excellence initiative in the Kingdom of Saudi Arabia. This consortium consists of GEMS Education Solutions, Activate Learning Group and Moulton College. Each of these three partners are highly regarded in the UK and provide a unique combination of skills, experience and expertise.

Their three specialist technical colleges for women in northern Saudi Arabia opened in September 2014, providing excellent opportunities for females to develop and enhance their skills.
